국방부 땅으로 시세 차익 25배…풍산그룹의 기막힌 부동산 투자

풍산그룹은 대표적인 방위산업체입니다. 부산 해운대구 공장에선 3종의 탄약을 독점 생산해 국방부에 납품합니다. 고층 건물이 즐비한 센텀시티(센텀첨단산업단지)와 지척에 풍산 공장이 있습니다. 땅 면적만 88만9659㎡(약 26만9593평)에 달합니다.
풍산은 몇 년 전부터 이 땅 매각을 추진했습니다. 부산시와 부산도시공사는 2015년 풍산과 부동산 매매에 관한 양해각서를 체결합니다. 부산시가 매입하려는 이유는 ‘센텀2산업단지(센텀2지구) 조성’이었습니다. 그런데 최근 감사원이 국방부 감사를 통해 토지 매각에 제동을 걸었습니다. 풍산이 국방부 땅을 싼값에 사들여 방위사업체를 운영하다 비싼 가격에 팔면 막대한 부동산 시세차익을 얻을 수 있다는 게 이유입니다. ‘특혜’라는 겁니다.

실상은 이렇습니다. 국방부는 1981년 12월 31일 해당 토지를 풍산에 192억6000만원에 매각합니다. 계약서에는 ‘군수사업 용도 폐지 시 매매계약을 해지할 수 있다는 내용’을 명시했습니다. 풍산의 매각 예정가는 4895억원으로 추정됩니다. 38년 만에 25배 이상의 땅값 상승효과를 얻게 되는 셈입니다. 이자율로 계산하면 풍산은 연 복리(이자에 이자가 붙음) 8.9%의 수익을 올리게 됩니다.
감사원은 “용도를 지정하여 매각한 국유재산을 매수자가 사용하지 않거나 사용하지 못하는 상황이 되었는데도 국방부가 매매계약을 해제하려는 노력을 하지 않은 채 해당부지를 제3자에게 매각하도록 둔다면 매각목적을 달성할 수 없음과 동시에 매수자가 큰 시세차익을 남긴다면 불필요한 특혜 시비를 불러일으킬 수 있다”고 지적했습니다.

또 국방부는 매매계약 해제와 전력공백(탄약 생산 차질) 대책을 마련하라고 덧붙였습니다. 탄약 3종을 독점 생산하는 풍산이 대체부지를 확보하지 못한 상태에서 부산시(부산도시공사)에 땅을 매각한다면 전력 공백이 생긴다는 게 감사원의 판단입니다. 특히 풍산이 대체부지를 확보하지 못하면 국방부는 또다른 대체부지를 풍산에 제공해야 하는 불합리한 일이 생기게 됩니다.
감사원은 “국방부는 풍산이 탄약을 생산할 수 있는 대체부지를 구한 다음 해당부지를 매각하도록 해야 한다. (풍산이 토지매각 이후) 군수산업을 유지하지 않을 경우 매매계약을 해제하고 땅을 환수할 수 있는지 검토해야 한다”고 덧붙였습니다.
한편 센텀2지구 사업의 핵심은 해운대구 반여·반송동 일대 195만㎡에 산업단지를 조성해 4차산업 기업과 연구개발 단체를 유치하는 게 핵심입니다. 국토교통부는 2017년 3월 부산시가 이곳의 그린벨트 해제를 신청하자 ‘지역 내 공론화 부족’을 이유로 심의를 유보한 상태입니다.
